What is the best move set for my team?
I am raising a team of dragon pokemon to face another team of dragons and i am not sure if my planned moves will be enough. the top level for the pokemon is going to be 85. (they can only be from gen. I to gen. IV)

and i am unsure about my 6th pokemon, i have been leaning towards one of the three legendary pokemon in D/P
1 - Kingdra - Don't use Ice Beam and Icy Wind. Use Surf instead. In my opinion, in a full dragon team, Kingdra is kind of useless. Its speed isn't as high as most of the other dragons therefore making it weak. Another pokemon you can choose is Latios or Latias. If you don't have either of them, use Flygon instead. Item choice is either Haban berry(weakens dragon moves)<-- Probably the best choice<-- or a Yache berry(weakens ice). With this being said, Flygon should be an annoying stall. Give it the most possible speed bonus you can(EV training that is) and use the moveset - Toxic, Endure, Protect, Outrage. With this, you can stall like CRAZY. The downside to this(of course) is having Outrage as your only main attack. However, it is ideal to get Toxic on your opponent first. With toxic in effect, you can keep switching off of Protect and Endure and use Outrage is you must.
Raquaza - Make it a Mixed Fighter. Give it more physical moves such as Extremespeed(priority) and a special attack move such as Draco Meteor. Overall, I recommend the moveset - Avalanche, Extremespeed, Draco Meteor and Outrage. Item - Focus Sash. Once your opponent picks a pokemon, its already over. With this insane moveset, your opponent has no chance. Avalanche first so you can gain bonus damage from them attacking and finish with a Extremespeed. If the pokemon uses Substitute or stuff like that, Draco Meteor it. Other than that, Outrage should finish the job.
Dragonite - Dragon Rush and Outrage? Pick one or the other, but its better to make Dragonite a Dragon Dance/Substitute build. With Dragon Dance and Substitute up, Dragon Claw can deal great damage + its accuracy.
Altaria - The 4th moveset is tricky, there is a lot of different moves you could use, Roost. Take out Dragon Breath for Substitute so you could stall the opponent while the perish song makes them switch out. Ice Beam is just icing on the cake because it takes out most dragons.
Garchomp - Give it Dragon Claw, Brick Break, Earthquake and Outrage. With the combination of Life Orb, Outrage can go on for 2-3 turns dealing heavy damage, Dragon Claw is just for accuracy, Brick Break tears down the Potential Dialga, a steel type and Earthquake also covers steels and overall power.
6th Pokemon - A Defensive Palkia is a solid choice. The other person probably has a pokemon with Ice Beam, and in combination with a Bulky Palkia and its water type, it can hold off on a lot of damage. I recommend the moveset - Surf/Brine, Spacial Rend/Draco Meteor, Rest and Sleep Talk. With this bulkier moveset, Rest and Sleep talk makes you effective while you are asleep and ignore status. Surf is a great stab move with Palkia, but Brine is another choice to consider because it power doubles(to 100) when the opponent is 50% or below. Its good for revenge kills, but Surf, overall, is the best choice. Spacial Rend is a power move that it learns on its own, but Draco Meteor is learned through high friendship. In addition to immense power, it sharply lowers special attack after one use, so be aware.
