Which harness is better the Black Diamond or the Petzl; for someone who is just getting into rock climbing?
I just started getting into rock climbing, and I am about to start buying my own gear. Which harness is better in quality and for beginners but will work when I get better? Also what is a good brand of shoes to get that isn't too too pricey?

Of the two, I'd get the Black Diamond because it has adjustable leg loops which are good when you have to layer clothing. That package is a great starter kit, but I'd look around because I've seen better deals.
Both Petzl and Black Diamond make excellent harnesses. In climbing harnesses, its all about features, fit, and comfort because all harnesses with be strong. It's not like spending more will get you a stronger/safer harness.
Features you'll want are at least 4 gear loops, enough padding to make it comfortable to free hang in for a while, and a good fit.
Also, take note that you have to double back the black diamond buckles, but not the Petzl. It's not hard at all, but very important. Ask someone to show you if you don't know.
